The Philippine Statistics Authority (PSA) – Quirino Provincial Office successfully conducted the final Local Government Unit (LGU) Preliminary Data Review for the 2024 Community-Based Monitoring System (CBMS) in the municipality of Saguday. The activity was attended by key officials, including Municipal Mayor Hon. Jerry T. Pagbilao, members of the CBMS Board, the Municipal Planning and Development Coordinator, and PSA personnel on July 22, 2025 at DRRMO Saguday, Quirino.

The event aimed to present and validate the initial results of the 2024 CBMS, particularly highlighting key indicators on demographics, health, education, housing, and employment. It also provided an opportunity for local stakeholders to raise concerns, clarify data inconsistencies, and recommend necessary revisions based on their knowledge and observations at the barangay level.

It was spearheaded by Chief Statistical Specialist Engr. Cherry Grace D. Agustin and Supervising Statistical Specialist Karen T. Fernandez, with valuable support from; Statistical Specialist II Joan G. Salas; Information Officer I and Information Systems Analyst II Psyche R. Villanueva.

Municipal Mayor Jerry M. Pagbilao delivered his welcome message, emphasizing that although there were numerous responsibilities and ongoing work in the LGU, they still made time to attend this important activity. He acknowledged the presence of representatives from various offices of LGU Saguday and highlighted the significance of the census dataAccording to him, the data gathered was vital for evidence-based planning and decision-making, as it served as a reliable reference in formulating programs and policies that addressed the needs of their constituents.

Chief Statistical Specialist (CSS) Agustin expressed her gratitude to the Municipal Mayor Hon. Jerry M. Pagbilao, the members of the CBMS Board, and the department heads for their full support in the successful conduct of the Community-Based Monitoring System (CBMS) activities. She emphasized that the primary purpose of the event was to present the preliminary data review in preparation for the upcoming data turnover ceremony.

CSS Agustin highlighted that the presentation included a comparative analysis of the CBMS 2022 and 2024 datasets, showcasing key changes in demographic, social, and economic indicators over time. She underscored the significance of the data, noting that it would serve as a vital reference for local planners, program implementers, and policymakers in formulating responsive, evidence-based interventions aimed at improving the quality of life of the constituents of LGU Saguday.

This final review in Saguday marked the culmination of a series of data validation activities conducted across all six municipalities of Quirino Province. The feedback gathered during these sessions will be crucial in finalizing the CBMS datasets, which are expected to guide evidence-based planning and targeted interventions at the local level.

A total of 21 participants from various national and local government offices attended, showing strong inter-agency collaboration and commitment to data-driven governance.
