The Philippine Statistics Authority (PSA) – Quirino Provincial Statistical Office successfully held the 5th Preliminary Data Review for the 2024 Community-Based Monitoring System (CBMS) on July 18, 2025. The activity took place at the Local Disaster Risk Reduction and Management Office (LDRRMO) in Maddela, Quirino, and served as a crucial platform for validating and assessing the initial data collected from the municipality.

The activity served as a platform to present and validate the initial results of the CBMS, aimed at ensuring the accuracy and reliability of data for evidence-based local development planning. It was spearheaded by Chief Statistical Specialist Engr. Cherry Grace D. Agustin and Senior Statistical Specialist Marison S. Lomboy, with valuable support from Supervising Statistical Specialist Karen T. Fernandez; Statistical Specialist II Joan G. Salas; and Information Systems Analyst II Psyche R. Villanueva.

Municipal Planning and Development Coordinator Lemuel Rey O. Maranion, who spoke on behalf of Municipal Mayor Hon. Rimel C. Tolentino, underscored the importance of CBMS data in shaping the municipality’s development plans. He emphasized that the CBMS data would be used in planning, particularly in segregating and recognizing priority areas. He also mentioned that the information from CBMS would be valuable for future programs and welcomed all participants to the activity.

Chief Statistical Specialist (CSS) Agustin expressed her gratitude to Municipal Mayor Hon. Rimel C. Tolentino for the opportunity to conduct the Preliminary Data Review in LGU Maddela. She emphasized the importance of the CBMS results, especially since the conduct of the census was funded by the government. She shared that the data presented reflected the active participation of many constituents from LGU Maddela. CSS Agustin also extended her appreciation to Hon. Tolentino for the full support given to PSA, the Sangguniang Bayan members led by Sir Orlando L. Salvador, and the Office of the Vice Mayor.

She likewise thanked MPDC Lemuel Rey O. Marañon and all LGU personnel for their responsiveness to PSA’s requests. Special mention was given to LDRRM Officer Edwin S. Besas, the department heads, representatives from various offices, and the entire PSA family for their contributions to the success of the Data Review.

She highlighted that the CBMS provided disaggregated data down to the grassroots level, particularly in identifying household needs. The Preliminary Data Review was a crucial step in helping everyone understand the significance of the data, especially as it related to serving constituents effectively. She noted that the CBMS data was a valuable tool for planning programs and allocating resources. It served as an evidence-based reference to guide local planners, government officials, and policy makers.

Finally, CSS Agustin stated that after the official turnover of data, the LGU could already begin using the information to support its planning and development initiatives.

Mr. Roger B. Lizardo from the Office of the Vice Mayor delivered the closing message. He expressed his gratitude to all participants for their active involvement during the Preliminary Data Review. He also commended the efforts of the PSA and the LGU officials for ensuring the successful conduct of the activity. Mr. Lizardo emphasized the importance of utilizing the CBMS data for effective local planning and policy-making.                                                            

A total of 33 participants from various national and local government offices attended, showing strong inter-agency collaboration and commitment to data-driven governance.
