Persons Deprived of Liberty (PDLs) submit biometric information during their registration for the National ID.

ROXAS, ISABELA – The Philippine Statistics Authority (PSA) – Isabela Provincial Statistical Office (IPSO), in partnership with the Bureau of Jail Management and Penology (BJMP), successfully conducted a National ID registration activity on 02-03 June 2025 at the Roxas District Jail, Vira, Roxas, Isabela.

This initiative is part of PSA Isabela's ongoing efforts to provide inclusive and accessible services by extending Philippine National ID registration to Persons Deprived of Liberty (PDLs). Through this collaboration with BJMP, eligible individuals at the facility were given the opportunity to register for the National ID, supporting their right to legal identity and aiding their eventual reintegration into society.

A total of 59 inmates were registered, with 41 National IDs issued in paper form during the two-day event. The on-site registration and ID printing reduced processing time and made the service more accessible. By bringing essential government services directly to PDLs, the program ensures their inclusion in the national registry system.

Making the registration process easier in jails helps inmates get a legal identity, which they need to access services, prepare for life after release, and exercise their rights. Printing IDs on-site also saves time and avoids delays, making the service faster and more inclusive.

This effort reflects PSA-Isabela’s commitment to inclusive and efficient public service, ensuring that all Filipinos, including those in detention, are part of the National ID system.
