07 NOVEMBER 2024, SANTAGO CITY, ISABELA - The National ID 4th Quarter Meeting convened at the 3K Hotel, Santiago, Isabela, to discuss a variety of key issues surrounding the Philippine Identification System (PhilSys). The meeting, presided over by Regional Director Girme M. Bayucan, brought together officials and National ID office-based personnel from across the Region to review the status of National ID registration, explore strategies to ramp up registration efforts, and provide updates on the integration of National ID authentication services of Local Government Units systems to the National ID Registry.
The meeting began with a discussion on the performance of the National ID registration efforts for October 2024, highlighting areas for improvement and growth. Key strategies were suggested by RD Bayucan to increase the registration output, including Day Care Center Registration – Expanding outreach to younger populations through daycare centers. "We need to be intentional in our strategies, think of it as a double-edged sword, where we can both register children and effectively spread the necessary information to promote the National ID." Bayucan said.
He also highlighted the Back to School-Based Registration Strategy wherein PSOs partners with schools to facilitate registration among students. Another strategy Bayucan suggested was the Statistics for Kids x Rehistro Bulilit where a targeted initiative aimed at registering children through educational institutions. Participants agreed to coordinate with municipal mayors and Department of Education (DepEd) officials to implement these strategies effectively.
The meeting also covered the integration of National ID Authentication Services into the systems of local government units (LGUs). Ms. Ma. Iseendra N. Miguel, Registration Officer III, provided an overview of the National ID Authentication capabilities and shared updates on the onboarding process through the National ID eVerify system, which aims to simplify access to both government and private sector services. She also outlined the onboarding requirements for government institutions, financial institutions, private sector entities, and social protection programs that use the National ID for identity verification. Ms. Miguel encouraged National ID Focal Persons to promote these services to LGUs, highlighting how they can facilitate smoother and more efficient business transactions.
Another topic discussed was the distribution of National ID stickers. The group reviewed the sources of stickers and leaflets, and analyzed the distribution rankings per province to ensure all provinces are adhering to the instructions of the Central Office to distribute National ID stickers to government and financial institutions for information dissemination.
In his closing remarks, Bayucan expressed his gratitude to all Chief Statistical Specialists and National ID personnel across the provinces for their hard work in helping achieve this year’s targets. As the year draws to a close, he encouraged everyone to remain committed and explore new strategies to increase the number of Filipinos registered in the National ID system.
