The Philippine Statistics Authority Regional Statistical Services Office II (PSA RSSO II), in collaboration with its five provincial offices, successfully conducted a one-day training program on February 1, 2025, focused on enhancing the document validation skills of Civil Registry System (CRS) and National ID personnel.  The training aimed to equip personnel with the necessary knowledge and tools to ensure document authenticity and prevent fraudulent activities.

The blended learning approach allowed CRS personnel to participate from their respective provincial outlets in Batanes, Cagayan, Isabela, Quirino, and Nueva Vizcaya, while National ID staff joined virtually.

The training commenced with opening remarks from Engr. Girme M. Bayucan, Officer-in-charge of PSA RSSO II.  Engr. Bayucan expressed his gratitude to the participants, acknowledging their commitment to attending the training despite their demanding schedules. He emphasized the crucial role of ID validation in safeguarding the integrity of civil registration and national identification systems.

The training covered a comprehensive range of topics, including:

Civil Registration Services: Mr. Jose Marie John Geronimo, Registration Officer II and Outlet Supervisor of CRS Isabela, provided an in-depth overview of Civil Registration Services. 

Taxpayer Identification Number (TIN) ID Validation: Ms. Abegail Columbano, Registration Officer II from PSA Isabela, discussed the importance of TIN ID validation. 

DFA Philippine E-Passport: Ms. Daisy R. Villar, Registration Officer IV and Outlet Supervisor of CRS Tuguegarao, presented the security features of the DFA Philippine E-Passport. 

NBI Clearance Authentication: Ms. Lindsey Erol Cadang, Information Officer I, detailed the NBI Clearance authentication process.

PhilHealth Fraud Investigation: Ms. Ma. Isaandra N. Miguel discussed PhilHealth fraud investigation. Participants received practical tips for identifying fraudulent IDs, emphasizing observation skills and caution against confiscating potentially fake IDs to avoid legal complications.

PhilHealth Identification Card: Mr. Dominic Gutierrez, Information Officer I, explained the functionality of the PhilHealth Identification Card. 

Physical and Security Features of the Philippine Identification Card (PhilID): Ms. Jovy Ann Morana detailed the overt and covert physical and security features of the PhilID. 

National Police Clearance: Ms. Glacier B. Degamo, Registration Officer I of PSA Nueva Vizcaya, provided an overview of the National Police Clearance System.  The session discussed its role in background checks and the embedded security features ensuring validity, highlighting its importance in law enforcement and public safety.

Professional Regulation Commission ID (PRC ID): Ms. Lace Christelle D. Ladia, Registration Officer II and Outlet Supervisor of CRS Quirino, discussed the PRC ID. 

The training concluded with closing remarks from Ms. Cholly Bayon, Chief Statistical Specialist of PSA Nueva Vizcaya.  Ms. Bayon thanked the participants for their active engagement and emphasized the importance of accurate document validation in maintaining the integrity of PSA operations. She encouraged personnel to apply their newly acquired knowledge in their daily tasks.

The PSA RSSO II remains committed to enhancing the skills and knowledge of its personnel to ensure the efficient and reliable delivery of its services to the public.
