The Philippine Statistics Authority (PSA) – Quirino Provincial Statistical Office successfully conducted the 2024 Community-Based Monitoring System (CBMS) Preliminary Data Review for the Municipality of Cabarroguis on July 14, 2025. The activity was held at the LDRRM Conference Hall in close coordination with the Local Government Unit of Cabarroguis.
The review aimed to present and validate the initial CBMS results collected during the enumeration period, ensuring data quality and readiness for use in local development planning. Chief Statistical Specialist (CSS) Engr. Cherry Grace D. Agustin led the presentation, together with Senior Statistical Specialist (SrSS) Marison S. Lomboy, with the assistance of COSW Statistical Specialist II Joan G. Salas and Information Systems Analyst II Psyche R. Villanueva.
Mayor Avelino N. Agustin Jr. delivered his message during the activity, where he expressed his appreciation to PSA Quirino for its support in the successful implementation of the 2024 CBMS. He acknowledged the relevance of the collected data in formulating their Annual Investment Plan and emphasized its importance in creating programs that aim to improve the quality of life of their constituents. He also encouraged continued collaboration among all stakeholders to achieve the municipality’s long-term goals.
CSS Engr. Agustin highlighted how CBMS served as a valuable instrument for evidence-based planning and decision-making. She explained that the system generated disaggregated and up-to-date data that enabled LGUs to better identify the needs of households and prioritize resource allocation. She further stated that CBMS supported government efforts to address poverty and enhance economic development by providing a reliable basis for designing targeted and responsive programs.
The CBMS also functioned as a diagnostic tool that helped track development indicators at the barangay, municipal, city, and provincial levels. It allowed policy implementers to assess the effectiveness of existing strategies and to make necessary adjustments based on concrete data rather than assumptions.
Cabarrroguis became the second municipality in the province to complete its preliminary data review for the 2024 CBMS. The PSA commended the LGU’s commitment and active participation, particularly through the Municipal Planning and Development Office (MPDO), headed by EnP. Leonila D. Aure and represented by Municipal Statistician Mr. Resty M. Dela Cruz. Their dedicated efforts contributed to the smooth conduct of CBMS activities in their locality.
A total of twenty-eight (28) participants from national and local government offices in Cabarroguis attended the event, reflecting strong inter-agency cooperation and shared commitment to improving local governance through reliable statistics.
The PSA Quirino extended its heartfelt gratitude to LGU Cabarroguis and all involved institutions for their continued support of PSA initiatives. The successful conduct of the preliminary data review marked an important step toward the utilization of community-level statistics for policy development, planning, and program implementation. Similar activities were scheduled to be conducted in the remaining municipalities of Quirino to ensure that all LGUs were equally equipped with accurate and updated CBMS data to guide their development strategies.
