The Philippine Statistics Authority (PSA) – Quirino Provincial Statistical Office successfully conducted its 2025 Mid-Year Performance Review on July 16–18, 2025, at DISADECO, Andres Bonifacio, Diffun, Quirino.

The three-day activity served as a platform to assess the office's accomplishments for the first semester of the year 2025 and to address challenges in the implementation of various programs, activities, and projects (PAPs). It aimed to identify areas for improvement and craft solutions that will help the agency stay aligned with its strategic objectives.

In her opening message, Chief Statistical Specialist, Engr. Cherry Grace D. Agustin emphasized the importance of proper planning in achieving organizational goals. She highlighted that careful planning not only provides clear direction and measurable targets but also enables the office to anticipate challenges, allocate resources effectively, and ensure the timely and successful implementation of programs, activities, and projects. CSS Agustin further encouraged all personnel to actively engage in the planning process, emphasizing that a shared vision and collaborative effort are key to the continued success and excellence of PSA Quirino. Her message was followed by an audio-visual presentation highlighting the office’s accomplishments for the first semester of 2025, giving participants a comprehensive overview of the agency’s progress and milestones.

Supervising Statistical Specialist Karen T. Fernandez led the orientation on the Planning Workshop Forms, while Senior Statistical Specialist Marison Lomboy facilitated discussions on the Opportunity Registry and Action Plan (ORAP) and the Risk Registry and Action Plan (RRAP), underscoring their importance in enhancing organizational performance.

Administrative Officer I Alexander Austria presented updates on procurement matters, followed by Accountant I Archie Ferrer, who discussed the status of funds allocated for ongoing and upcoming projects. Administrative Officer I Jennifer Gamet provided an overview of the office’s compliance and accomplishments under the Finance and Administrative Services section.

On the second day, PSO Quirino personnel thoroughly reviewed accomplishments based on the Field Awards Manual and crafted catch-up plans to enhance the province’s performance and ranking in the PSA Awards. The team also identified challenges faced during the first semester, examined emerging issues, and explored innovative practices that could improve program implementation in the succeeding months. Planning for the upcoming 2026 Regional Planning Workshop, which is set to be hosted by PSO Quirino in November, was also initiated.

On the final day, a Zumba session was held to promote health and wellness among the staff. The energetic activity not only encouraged physical fitness but also helped set a lively and engaging tone for the conclusion of the three-day review. 

This was followed by a singing contest, participated in by Contract of Service Workers (COSWs) per unit and Government Internship Program (GIP) intern. More than just a fun activity, it served as a platform to showcase talents, strengthen interpersonal bonds among staff, and reinforce a culture of unity and appreciation within the workplace. 

COSW Reynaldo Gurat emerged as the champion, while GIP intern Alessandra Yzzarie Beltran and COSW Jessa Mendez were awarded first and second runner-up, respectively. Consolation prizes were given to all other participants in recognition of their enthusiastic involvement.     

SSS Fernandez wrapped up the event by thanking all personnel for their active participation and commending the organizers for the successful conduct of the activity. She encouraged everyone to put into practice the insights and lessons learned during the review to drive continuous improvement in the delivery of PSA Quirino’s programs and services, ultimately enhancing the agency’s impact on the communities it serves.

The Mid-Year Performance Review is a vital activity that ensures the agency remains responsive in fulfilling its mandate of delivering quality statistics, efficient civil registration services and inclusive identification system.
