The Philippine Statistics Authority-Quirino Provincial Statistical Office, led by Chief Statistical Specialist Engr. Cherry Grace D. Agustin successfully conducted the 2024 Community-Based Monitoring System (CBMS) Data Turnover Ceremony in the Municipality of Saguday on 05 August 2025 held at the Tribu Sagudayeño Agro-Tourism Park, Saguday, Quirino.This event proudly marks the first-ever CBMS Data Turnover in Region II and the second nationwide.

In attendance were Municipal Mayor Jerry M. Pagbilao; OIC-SOCD Ernesto M. De Peralta, Jr., ENP; CSS Cherry Grace D. Agustin; Hon. Dakila Carlo E. Cua, represented by SK Federation President Hydie Mae R. Diaz; Ms. Karen Joy C. Pablico, CESE, Provincial Director IOC-DILG Quirino, represented by Ms. Gladys S. Luna; SB Julius Caesar D. Cardenas; Mr. Jeremy Deanon from PPDO; and the CBMS Coordinating Board of LGU Saguday.

On behalf of Municipal Planning and Development Coordinator Ma. Linda Lenlen Marcelino, Assistant Statistician Marijune Pajarillo delivered her welcome message, emphasizing the vital role of the Community-Based Monitoring System (CBMS) as a powerful tool for evidence-based governance and informed decision-making.

In her message, Chief Statistical Specialist Engr. Cherry Grace D. Agustin emphasized that the CBMS plays a crucial role in generating updated, grassroots and disaggregated data essential for identifying and targeting households and beneficiaries in the planning and implementation of government programs. 

CSS Agustin underscored that CBMS serves as a vital tool in assessing poverty at the barangay, municipal, city, and provincial levels, providing policymakers and program implementers with a reliable information base to guide policy formulation and monitor the impact of interventions aimed at promoting inclusive economic development and addressing poverty-related issues.

OIC-Regional Director of PSA RSSO 02 Engr. Girme M. Bayucan duly represented by OIC-SOCD Ernesto M. De Peralta, Jr., ENP presented the highlights of the 2024 CBMS results, providing an overview of the socio-economic conditions of households in Saguday. These results are expected to serve as a strong foundation in crafting programs and policies that are responsive to the actual needs of the community.

A highlight of the ceremony was the signing of the Data Turnover Agreement (DTA) between PSA and LGU representatives, symbolizing the official handover of CBMS data to the Municipality of Saguday. This was followed by a photo opportunity and the presentation of an Audio-Visual Presentation on the 2024 POPCEN-CBMS implementation in the municipality.

In his acceptance message, Municipal Mayor Hon. Jerry M. Pagbilao expressed his gratitude to the PSA for its unwavering support and reaffirmed the LGU’s commitment to using the CBMS data as a cornerstone for local planning and development.

Representatives from the Office of the Provincial Governor and the Department of the Interior and Local Government also shared their messages, emphasizing the vital role of data-driven governance in promoting inclusive growth.

Also, AS Pajarillo discussed the plans and programs that will utilize and ensure the security of the CBMS data, assuring stakeholders that the information will be safeguarded and maximized for the benefit of the people of Saguday.

The event concluded with a closing message from SB Member Hon. Julius Caesar Cardenas who extended his sincere appreciation to all attendees for their invaluable support and contributions to the success of the turnover ceremony.
