Officer-in-Charge Engr. Girme M. Bayucan in a radio interview at 92.1 DWQP FM with PIA Infocen Manager, Ms. Thelma Bicarme

In an effort to raise awareness and shed light on the mandates, programs and services of the Philippine Statistics Authority (PSA), Engr. Girme M. Bayucan, Officer-in-Charge (OIC) of Regional Statistical Services Office 2 engaged in a radio interview with Ms. Thelma Bicarme, Infocen Manager of the Philippine Information Agency (PIA)-Quirino featuring the “TIPON-TIPAN sa PIA” at 92.1 DWQP FM I Love Quirino Radio-Radyo Pilipinas on 02 July 2025.

During the interview, OIC Bayucan announced the nationwide conduct of the July 2025 Labor Force Survey (LFS) and the 2025 Family Income and Expenditure Survey (FIES) Visit I. Data collection for both surveys will take place from July 8 to July 31, 2025, covering approximately 6,900 sample households in Cagayan Valley, including the provinces of Batanes, Cagayan, Isabela, Nueva Vizcaya, and Quirino.

In Quirino Province alone, 55 trained statistical researchers and team supervisors will be deployed to carry out the data gathering activities. OIC Bayucan emphasized that the LFS and FIES are crucial in providing accurate and timely data that support evidence-based policymaking.

The 2025 Family Income and Expenditure Survey (FIES) is one of the flagship nationwide household surveys of the PSA that is conducted every two years in two separate visits, first in July this year and the second in January 2026.

FIES is a rider to the July round of the Labor Force Survey (LFS) and will cover selected sample households across the provinces of Batanes, Cagayan, Isabela, Nueva Vizcaya, and Quirino.

He urged everyone to support the survey as it is vital to determine the income distribution, levels of living and spending patterns, and the degree of inequality among families; provide inputs in the estimation of the country’s poverty threshold and incidence; and to provide benchmark information to update the weights used in the estimation of Consumer Price Index (CPI).

He encouraged the listeners to provide accurate data that they could give to the statistical researchers which is important for informed decision-making and policy formulation. He also ensured that all information will be held confidential and the data will be release through statistical tables only. 

Aside from statistical operations, OIC Bayucan also highlighted the PSA’s efforts in civil registration services. He noted the efficiency of the Civil Registry System (CRS) Outlet in Diffun, Quirino, which allows same-day release of authenticated civil registry documents printed on security paper (SECPA). He proudly announced the upcoming launch of the first-ever Mobile CRS Outlet in Quirino scheduled on July 16, 2025 at the Quirino Police Provincial Office, San Leonardo Aglipay, Quirino

He then expressed his appreciation to the Municipal Civil Registrars of Quirino and the Local Government Units for their commitment and cooperation which have been instrumental in the successful implementation of civil registration activities.

The interview ended with OIC Bayucan expressing his heartfelt gratitude to the Provincial Government of Quirino, headed by Governor Dakila Carlo E. Cua, for its unwavering support for the activities of the PSA.
