Bayombong, Nueva Vizcaya – The Philippine Statistics Authority (PSA) – Provincial Statistical Office (PSO) Nueva Vizcaya conducted a dissemination forum on the results of the 2024 Functional Literacy, Education and Mass Media Survey (FLEMMS) on 26 June 2025 at PSA Nueva Vizcaya. 

The forum aimed to foster dialogue between partners and stakeholders in the results of the conducted survey in terms of literacy, education and mass media exposure of individuals aged 5 years old and above in the regional and provincial level. Chief Statistical Specialist (CSS) Cholly L. Bayon presented that the province ranked first in the region in terms of basic literacy and ranked fourth in terms of functional literacy. Also, in media consumption, the Cagayan Valley region showed shift in media consumption with decreased exposure to radio and printed materials and increased internet use particularly in the use of social media. Household ownership of mobile phones have also increased. The use of internet for individuals aged 10 to 64 in the region for work and/or research purposes declined from 2019 to 2024 reflecting a change in media habits and digital access. 

Joining the discussion and sharing their insights were representatives of the Department of Education (DepEd) – Schools Division Office (SDO) of Nueva Vizcaya, Department of Information and Communications Technology (DICT) and the Provincial Planning and Development Office (PPDO). 

After the discussion, an open forum was also conducted to allow participants to ask their questions and/or share their insights. The dissemination of the result of the 2024 FLEMMS provides clear information on the levels of literacy, education, and media use in the province. It supports government agencies and partners in creating better programs and policies based on actual data. The activity also encourages transparency and cooperation among different institutions.
