31 July 2025 - Tuguegarao City, Cagayan. In recognition of exemplary performance in civil registration services, the Philippine Statistics Authority (PSA) honored the country’s most outstanding Local Civil Registry Offices (LCROs) during the 4th National Convention on Civil Registration and Vital Statistics (NCCRVS), held from 29 to 30 July 2025 in Clark, Mabalacat City, Pampanga.

The Municipality of Nagtipunan, Quirino proudly captured the Most Outstanding LCRO Award in the Extra Small Category for the second time, solidifying its position as a leader in delivering efficient and innovative civil registration services.

Meanwhile, LCRO Peñablanca, Cagayan was recognized as the Regional Winner in the Most Innovative LCRO. This is a testament to its creative and proactive approach in enhancing civil registration systems and community engagement.

The prestigious awards aim to acknowledge LCROs that have demonstrated excellence in fulfilling their mandates and delivering quality public service. The initiative is part of PSA’s continuous efforts to strengthen the country’s civil registration system by promoting efficiency, productivity, innovation, and collaboration among civil registrars. It also supports results-based performance management to ensure the timely, accurate, and reliable delivery of civil registration and vital statistics services.

The awardees were classified into categories based on the number of civil registry documents submitted: Super Extra Large (10,000 or more), Extra Large (4,000 to 9,999), Large (2,000 to 3,999), Medium (1,000 to 1,999), Small (500 to 999), and Extra Small (fewer than 500).

Cagayan Valley Region’s Awardees:

Extra Small Category:
Nagtipunan, Quirino – 1st Place
Diadi, Nueva Vizcaya – 2nd Place

Small Category:
Kasibu, Nueva Vizcaya – 2nd Place

Large Category:
Cabarroguis, Quirino – 5th Place

Extra Large Category:
City of Santiago – 4th Place

In addition to their 2025 wins, Nagtipunan, Quirino and Kasibu, Nueva Vizcaya were honored with the prestigious Circle of Excellence Award. This distinction is awarded to LCROs that consistently ranked among the Top 10 Outstanding LCROs from 2020 to 2024 across their respective categories. Only 16 LCROs nationwide received this recognition, underscoring the unwavering commitment of these offices to excellence in public service.

The PSA congratulates all awardees and commends their dedication to enhancing civil registration services in their localities. Their achievements serve as an inspiration to other LCROs in the pursuit of excellence in public service.
