17 BRAP Beneficiaries in Western Nagtipunan Receive Free Certificates of Live Birth in SECPA

Demonstrating its commitment to inclusive and accessible civil registration services, the Philippine Statistics Authority (PSA) – Quirino Provincial Statistical Office, in partnership with the Local Civil Registry Office (LCRO) of Nagtipunan, successfully distributed seventeen (17) free Certificates of Live Birth (COLB) in Security Paper (SECPA) to beneficiaries of the Birth Registration Assistance Project (BRAP) in the western part of Nagtipunan on June 25–26, 2025.

The two-day activity was carried out by Birth Registration Coordinator Renelyn Ignacio, together with Registration Officer II Glenda White and Assistant Registration Officer Karen Tungpalan of the Local Civil Registry Office (LCRO) of Nagtipunan.

The team traveled for long hours through Bambang, Nueva Vizcaya, then went on for another 60 km via the municipality of Dupax del Norte. Despite the logistical challenges, they successfully delivered the Certificates of Live Birth (COLBs) in Security Paper directly to the beneficiaries in the four barangays of Giayan, Guingin, Keat, and Mataddi.

This initiative brought essential civil registration services closer to underserved populations, sparing them the cost and burden of traveling long distances. It reflects PSA Quirino’s proactive approach in supporting BRAP, which is designed to improve birth registration among Indigenous Peoples, Muslim Filipinos, and the poorest sectors of the society.

The project is aligned with the Civil Registration and Vital Statistics (CRVS) Decade 2015–2024 vision of ensuring that every individual has legal documentation to assert identity and civil status, while also promoting the generation of accurate, complete, and timely vital statistics for planning and governance.

Through initiatives like this, PSO Quirino continues to bridge the gap in civil registration services, especially in geographically isolated and disadvantaged areas.
