30 May 2025 - TUGUEGARAO CITY, CAGAYAN. The Philippine Statistics Authority Regional Statistical Services Office II (PSA RSSO II) presented the results of the 2024 Functional Literacy, Education and Mass Media Survey (FLEMMS) during the regional data dissemination held on 30 May 2025 at Pulsar Premiere Suites, Buntun, Tuguegarao City, Cagayan.
FLEMMS is designed to provide a quantitative framework that guides the formulation of policies and programs aimed at improving education and literacy. It serves as a baseline for developmental initiatives and functions as an essential advocacy tool in the development of national policies and plans. The 2024 FLEMMS is the seventh in the series of nationwide literacy surveys and serves as the primary source of basic and functional literacy statistics in the Philippines.
Mr. Ernesto M. de Peralta, Jr., Officer-in-Charge of the Statistical Operations and Coordination Division (OIC-SOCD), presented the 2024 FLEMMS Basic and Functional Literacy results. Meanwhile, Engr. Girme M. Bayucan, Officer-in-Charge of PSA RSSO II, shared the findings related to Mass Media Exposure.
Mr. Ronnie F. Tejano, Education Program Supervisor of the Department of Education Regional Office II (DepEd ROII); Mr. Cirilo N. Gazzingan, Jr., Provincial Director of the Department of Information and Communications Technology (DICT) Isabela; and Mr. Leomar C. Israel, Officer-in-Charge Assistant Regional Director of the Department of Economy, Planning and Development (DePDev), provided their insights on the implications of the 2024 FLEMMS results.
The forum served as a platform to highlight the current status of basic and functional literacy in the region, and to facilitate the exchange of information on ongoing and planned interventions within the educational system.
The event was attended by representatives from Regional Line Agencies (RLAs), Schools and Division Superintendents, Curriculum and Instruction Division Chiefs and selected school principals from DepEd across the region, Higher Education Institutions (HEIs) and members of the media.
