Engr. Bayucan and RO II Imelda M. Abad together with LGU Lal-Lo and BRAP beneficiaries and their SecPA

12 February 2025, Lal-lo, Cagayan – The local civil registry office (LCRO) of Lal-lo invited the Philippine Statistics Authority (PSA) Cagayan Provincial Statistics Office in celebration of the 35th Civil Registration Month with the theme: "Building a Resilient, Agile, and Future -Fit Civil Registration and vital statistics (CRVS). The celebration was highlighted by the ceremonial distribution of birth certificates in security paper (SecPA) to twenty-three (23) successful birth registrants at Lal-lo Multi-Purpose Center on February 12. It is the product of the ongoing Birth Registration Assistance Project (BRAP) of PSA in partnership with the local government unit through the LCRO.

Registration Officer II (RO II) of PSA Cagayan, Imelda M. Abad expressed her utmost gratitude to everyone who attended the event and emphasized that identity and efficient access to services begins with reliable records.

Lal-lo Vice Mayor Maria Olivia Pascual, MCR Jamaica Indira I. Ordillo, Engr. Girme M. Bayucan, Chief Statistical Specialist officer-in-charge of PSA Regional Statistical Services Office II (RSSO II), and RO II Imelda M. Abad awarded the SecPA to the beneficiaries.
The vice mayor congratulated the BRAP beneficiaries with a message: “Today you are officially recognized, founded, and protected under the law. This document may seem simple, but its impact on your future is profound. It grants you the power to dream bigger, to reach higher

and embrace the many opportunities that come with legal identity. May you cherish this moment, and use it as a foundation to build a brighter future.”

Certainly, a well-documented community is an empowered one. With proper birth documentation, there will be a society where no one is left behind, where every child is accounted for, and where every citizen enjoys the benefits of a strong, and organized system.
