13 June 2025 – CITY OF ILAGAN, ISABELA. The City Civil Registrar's Office – Ilagan, led by Officer-in-Charge Atty. Syra Miguel-Miranda, in collaboration with the Philippine Statistics Authority (PSA) – Isabela, headed by Mr. Julius M. Emperador, Chief Statistical Specialist, successfully conducted a Training-Seminar on the Procedures Governing the Preparation and Registration of Civil Registry Documents (Marriage Certificate) and the Filing of the Certificate of Registration of Authority to Solemnize Marriage (CRASM) on 13 June 2025 at the City Evacuation and Command Center, San Vicente, City of Ilagan, Isabela.
The seminar was attended by 43 participants, composed primarily of licensed pastors, prospective CRASM applicants, and individuals preparing for ordination. The training aimed to enhance participants’ understanding of civil registration laws and procedures, particularly those related to the registration of marriages and the legal authority to solemnize them.
Mr. Jomar P. Geronimo and Ms. Joselita Franada-Geronimo, Registration Officers II and I of PSA-Isabela, served as resource speakers. They discussed the Rules and Procedures of Civil Registration, including the Implementing Rules and Regulations for the Registration of Authority to Solemnize Marriage—applicable to bishops, heads or founders of religions and religious sects, priests, rabbis, imams, religious ministers, tribal leaders, community heads, and other recognized authorities by the Civil Registrar General. Participants were also provided with updates on marriage laws and registration procedures, along with an orientation on the Philippine Civil Registry Information System (PhilCRIS).
This capacity-building initiative underscores the shared commitment of the City Civil Registrar’s Office of Ilagan and PSA Isabela to advance accurate, lawful, and efficient civil registration practices. It also aims to equip solemnizing officers with the essential legal and technical knowledge needed to fulfill their roles in officiating and registering marriages in accordance with national standards.
