17 July 2025 – Itbayat, Batanes. The Philippine Statistics Authority (PSA) – Batanes Provincial Statistical Office successfully presented the preliminary results of the 2024 Community-Based Monitoring System (CBMS) to the Local Government Unit (LGU) of Itbayat during an official meeting held at the Municipal Conference Hall. The session was actively attended and presided over by Honorable Vice Mayor Jesie N. Estoy, together with various LGU officials and personnel.

Representing Chief Statistical Specialist Ramil G. Abad, Senior Statistical Specialist Jeanniel I. Barcayan delivered a comprehensive overview of key indicators derived from the recently completed 2024 CBMS data collection. The presentation focused on essential statistics reflecting the current state of basic services in the municipality, as captured through the household profile questionnaire. These include access to drinking water, sanitation, hygiene, energy, transportation, waste management, healthcare, education, and information and communications technology.

Barcayan underscored the importance of CBMS as a powerful socio-economic tool that enables the identification of vulnerable sectors within communities. He further emphasized its value in facilitating evidence-based and targeted implementation of poverty reduction and development initiatives.

In response, Vice Mayor Estoy extended his appreciation to PSA Batanes for presenting the preliminary findings and recognized the relevance of CBMS data in shaping informed local policies and strategic planning. He reaffirmed the LGU’s commitment to leveraging the results to address the pressing needs of their constituents.

The preliminary data are currently undergoing validation and quality assurance before the scheduled ceremonial turnover of the complete CBMS dataset to concerned LGUs. PSA Batanes continues to provide technical assistance and capacity-building support to LGU Itbayat to ensure effective data utilization in governance and policy development.

The CBMS is implemented pursuant to Republic Act No. 11315, or the Community-Based Monitoring System Act, which institutionalizes the regular generation of localized, disaggregated data to strengthen inclusive and data-driven governance at the grassroots level.
