17 July 2024 – CITY OF ILAGAN, ISABELA. The Philippine Statistics Authority (PSA) – Isabela successfully launched the 2024 Census of Population and Community – Based Monitoring System     (2024 POPCEN-CBMS) on Wednesday, 17 July 2024, at the GFNDy Hall, Amphitheatre, Provincial Capitol, City of Ilagan, Isabela.

The 2024 POPCEN-CBMS opening program served as commencement activity to the data collection operations in the province which started on 15 July 2024. In addition, the activity intended to educate the public about the rollout; garner support from the government officials, stakeholders, and residents; and inspire their involvement and cooperation to the undertaking.  
 
"This is a significant step towards ensuring that every Isabeleño understands the importance of POPCEN and CBMS," Mr. Julius M. Emperador, Chief Statistical Specialist of PSA-Isabela stated in his welcome remarks. He also highlighted that the data collected will be instrumental in shaping policies, programs, and services, ultimately improving the quality of life for all citizens.  

Message of support were expressed by Atty. Eduardo R. Cabantac, Provincial Planning and Development Coordinator (PPDC) of Isabela,   on behalf of Gov. Rodito T. Albano III; Ms. Christine Joy Legaspi, Isabela SK Federation President, who delivered the message of Vice Gov. Faustino G. Dy III; Engr. Corazon D. Toribio, Provincial Director of Department of the Interior and Local Government (DILG) – Isabela; and Atty. Syra Miguel-Miranda, City Civil Registar of Ilagan, in lieue of City Mayor Josemarie L. Diaz.

Mr. Rex T. Arao, Data Protection Officer (DPO) and Municipal Tourism Officer of Santa Maria, Isabela, shared the testimonial message on behalf of Mayor Hilario G. Pagauitan, in which he emphasized that 2021 CBMS data became the LGUs foundation in crafting better programs and policies. "Through the utilization of CBMS data, we have crafted programs that emerged Santa Maria from an 'unknown to known' municipality in the province and in the region," he stated.  

A total of 180 participants from the members of Isabela CBMS Provincial Coordinating Board (IPCCB), Isabela Provincial Statistics Committee (IPSC), City/Municipal Planning and Development Coordinators (C/MPDO) and staff, City/Municipal Civil Registrars (C/MCR) and staff, hired Census Area Supervisors (CAS), and media personalities from various media agencies engaged to the activity.
