Figure 1 shows the number of processed and issued birth certificates in CRS Tuguegarao Outlet during the 2nd quarter of 2020 with a total of 20,828 or a decrease of 80.18 percent compared to the previous year of the same quarter. The drastic decline was the effect of the Covid – 19 pandemic. The operations for Civil Registry Service Outletsin Luzon were suspended on March 17, 2020 due to the proclamation of President Rodrigo Duterte that Luzon was under Enhanced Community Quarantine because of the health crisis brought about by the Covid-19 virus. On May 1, 2020, Cagayan was declared under General Community Quarantine and the CRS Tuguegarao Outlet reopened its operation on May 4, 2020.

During the 2nd quarter of 2020, it was observed that applications were increasing due to the lifting of health crisis from Enhance Community Quarantine to General Community Quarantine.

On Marriage issuances, CRS Tuguegarao Outlet received a total of 3,798 requests during the quarter of this year. Figure 2 shows that the requested documents dropped sharply by 75.04 percent due to quarantine measures and travel restrictions set by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID). However, the volume of transactions during the months of May and June 2020 were gradually increasing as quarantine restrictions eased due to the lifting of ECQ to GCQ for Region II.

The month of June was observed to have the highest number of processed marriages with 2,594 applications.

There were 4,025 processed and issued CENOMAR for the second quarter of 2020. The decrease was due to the health crisis brought about by Covid-19 Pandemic. Like the other Civil Registry documents applications, the trend was the same.

The figure shows a drastic reduction of 71.86 percent from the same period of last year.

The month of June posted the highest processed CENOMAR at 2,679 applications.

A total of 818 requests for death were issued during the second quarter of 2020 as shown in the graph below. Figure 4 indicates a decrease of about 67.08 percent from the 2019 figure of 2,485 issued death certificates. The large decline was also the impact of the Covid-19 pandemic.It was observed that the volume of transactions improved slightly when Cagayan Valley was placed under General Community Quarantine. However, National Statistician and Civil Registrar General Claire Dennis S. Mapa issued an urgent advisory to significantly reduce the number of transactions the CRS Outlet handles on a daily basis. Limiting the number of daily transactions will help the office adhere to the protocols set by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) and the Department of Health (DOH).The number of clients that can be accommodated in the outlets will also be reduced to comply with the social distancing.

The graph shows a total of 33 applications for CRASM were approved for the second quarter of 2020 compared to the same period of 2019 with 91 applications. The month of May posted the highest number of processed CRASM for the quarter



DeCAP is a scheme that enables the Regional SerbilisOutlets to cater requests for copy issuance of annotated civil registry documents which aims to reduce the processing time and ultimately bringing civil registration services closer to the people. It provides online processing of annotation of civil registry documents under RA 9048, RA 10172, and Supplemental Report (1-2 missing entries and approved supplemental report by National Statistician and Civil Registrar General) at the Regional Serbilis Outlets. It also aims to improve the feedback and coordination mechanism with the clients and the Local Civil Registrars.

Processing of Annotated Civil Registry Documents in the Regional Serbilis Outlets is one of PSA`s innovation on how to elevate frontline service reforms to a higher level to more efficiently deliver its Civil Registration Service. DeCAP reduces processing time to seven (7) working days in compliance to RA 11032 otherwise known as Ease of Doing Business and Efficient Government Service Act of 2018.

The graph shows the processed and approved annotations for the second quarter 2020 while Region II is already placed under General Community Quarantine on May 2020.
