PSA-RSSO II conducts 2019 Mid-year performance review and general assembly

The Philippine Statistics Authority Regional Statistical Services Office II (PSA-RSSO II) recently conducted its mid-year performance review
and general assembly to re-examine the progress and performance of the Region for the past six months. The three-day event was held
on July 22-24, 2019 at Villa Blanca Hotel, Tuguegarao City.

PSA-RSSO II Regional Director Marilyn T. Estrada in her message said that every employee of PSA has a shared responsibility
and accountability in sustaining and improving the overall performance of the region. She further stressed on the role of attitude,
communication and innovation or creativity  as means of coming up with good results.   She then shared a video
of National Statistician Claire Dennis Mapa for the employees to be informed of his plans as the newly appointed National Statistician.

In the video, NS Mapa emphasized that the employees should work continuously for the improvement of the institution, 
“my interest has always been aligned with the interest of the institution, one of my goals is to heighten the calibre of PSA 
and be recognized as one of the best statistical agency in the world,” Mapa said. He also added that PSA should also embrace 
the use of new techniques and guarantee the accuracy of information disseminated by the office.

After this, Engr. Girme M. Bayucan discussed the Strategic Performance Management System (SPMS) which is according
to the Civil Service Commission (CSC)is  a mechanism that links employee performance to organizational goals, outcome
and to enhance the performance orientation of the compensation system. Engr. Bayucan presented the SPMS to ensure
that every employee achieves the objectives set by the organization and be given a justifiable rating according to his output
and performance.

On the second-day, the group continued with their discussions on the preparation of Office Performance & Commitment Review (OPCR)
and Individual Performance Commitment and Review (IPCR) Forms, which willl be anchored on the dimensions and ratings as reviewed
by the PMS.

The provinces then presented their best practices and innovations through audio visual presentations (AVPs). During their presentations,
the province of Isabela was recognized as they rank 2nd place in Financial and Human Resource and Administrative Services Sector-Provincial Level, during the recently held PSA awards.

The province of Nueva Vizcaya also bagged 3rd place for Civil Registration Services – Provincial Level while PSA – Quirino
was awarded 5th place for the Civil Registration Services and ranked 14th place in the Top 15 provinces.

Meanwhile, the Regional Office was recognized for ranking 5th place for the Financial and Human Resource
and Administrative Services Sector and 4th place for the Statistical Frameworks and Indicators System Sector.

RD Estrada congratulated everyone for exerting extra efforts in order to achieve the said awards. She encouraged  
to continue the good works and strive for higher ranking next year. She then explained the existing Quality Management System (QMS)
and Risk registry and Action Plan for review and updates.

Afterwards, Ms. Mary Jane N. Oli, Administrative Officer III presented the 2019 Project Procurement Management Plan (PPMP).
Oli shared that PPMP is a vital reference in procurement monitoring because it serves as an important tool in resource
and financial management. The group then discussed and settled problems in the supplemental procurements.
Engr. Bayucan emphasized the need to really review the year-round programs and projects of the agency to be able to identify supplies
that are regularly used by the agency to prevent supplemental procurements.

For the third-day After an energizing zumba experience, RD Estrada discussed some of the way forwards from the different sectors
that was discussed during their directorate meeting, Mr. Hernan Tubangi, Budget Officer IV presented the Budget Utilization Rate
of the Region while Ms. Karen M. Nang, Accountant III discussed EO 77 or the Prescribing Rules and Regulations and Rate of Expenses
and Allowances for Official Local and Foreign Travels Of Government Personnel. The RD likewise presented the remaining programs, activities and projects to the group for inclusion in the catch up plan for the second semester of 2019. Afterwards, the general assembly was presided by the Union of Statistical Employees (USE) Region II- Chapter president, Ms. Reyma C. Tabalno.

To enhanced camaraderie, improve work relationship and cooperation of PSA employees a Regional Sportsfest was conducted
in the afternoon, at Ugac Sur Gymnasium. Four teams competed in basketball and volleyball and laro ng lahing pinoy: Regional Office,
PSA- Isabela, PSA-Cagayan and the Team BATQUIVI – the combined provinces of Batanes, Quirino and Nueva Vizcaya.

At the end of the day TEAM BATQUIVI grabbed 1st place for the Basketball Competition and Mr. Hasheryn D. Del Mondo
named Regional Sportsfest Most Valuable Player (MVP) basketball category. TEAM BATQUIVI also came home victorious
for the volley ball competition. Ms. Lace Christelle D. Ladja won MVP for volleyball category.
